The
ADMINISTRATIVE MANAGER serves as a senior leader on the Public Health Management Team and is responsible for managing the administrative operations of the department to ensure quality customer service and maintain effective service delivery. This position will manage the development and implementation of department and division-wide policies and procedures and monitors for operational compliance; budget planning under direction of the department director and deputy directors; performs general accounting, financial management and reporting; oversees department purchasing and asset management; department grant and contract management and oversite; and department leadership in supporting technology and informatics. This position will also provide department project management including department space planning and supervision of a team of supervisors supporting the administrative and operations section of the department.
LOCATION & SCHEDULE This hybrid position offers a mix of telework and in-person work at our Northern Service Center in West St. Paul MN. and department representation throughout Dakota County. Work is performed Monday through Friday during regular business hours (8:00 a.m. to 4:30 p.m.).
WHAT YOU'LL DO As an Administrative Manager for our Public Health Department:

- Work closely with the department director, deputy directors, and supervisors to ensure collaboration and coordination among the department.
- Supervise a team of professional leaders supporting the administrative and operations section of the department.
- Manage processes to meet requirements of the Local Public Health grant and Public Health Accreditation.
- Lead the department in implementing appropriate technology and tools to accomplish the mission and goals.
- Coordinate and lead the implementation of county-wide, division-wide, and department-wide administrative initiatives and projects.
- Work with Community Services Administration to ensure Public Health administrative operations, performance management, and quality assurance programs align with Community Services Division and Dakota County performance programs and administrative policy and practices.
- Lead the annual budget planning process for the Public Health Department, actively participate in meetings with the Budget office, and work with the Public Health Management Team on budget related issues.
- Provide oversite to the department budget.
- Lead various department committees including the KUDOS Committee.
- Participate as a leader in emergency preparedness training, exercises, and responses.
Minimum Qualifications
NEED TO HAVE QUALIFICATIONS
- Bachelor's degree in Healthcare Administration, Business Administration, Public Administration, Organizational Management, or a related field AND Five years administrative and supervisory experience, budget, contract, and/or grant management experience, project management experience, or combination of the above to total five years
OR
- Master's degree in Healthcare Administration, Business Administration, Public Administration, Organizational Management, or a related field AND Three years administrative and supervisory experience, budget, contract, and/or grant management experience, project management experience, or combination of the above to total three years
OR
- Combination of education and experience to total 9 years including administrative and supervisory experience, budget, contract, and/or grant management experience, project management experience
NICE TO HAVE QUALIFICATIONS - Master's Degree in Public Health or Community Health or closely related field
- Progressive supervisory experience
- Governmental public health experience
Duties & Responsibilities

1. Coordinate and oversee the implementation of administrative operations within the department and across the community services division, as requested, assuring efficiency, effectiveness, and responsiveness.
2. Monitor operational performance, conduct organizational and functional analyses, and make recommendations for improved operations.
3. Lead the development and implementation of process improvement efforts and develop and/or modify accompanying policies and procedures to ensure compliance and support efficient operations within the department and across the division.
4. Evaluate and recommend application of tools to support the technical needs and direction for the department.
5. Coordinate cooperative initiatives, projects, and tasks with other County departments.
6. Manage and supervise staff; hire, direct, and supervise department personnel directly or through supervisors.
7. Provide strategic management and leadership through the development of goals, objectives, and strategic work plans; establish criteria and standards for achievement.
8. Develop and implement procedures for Public Health financial and grant management processes.
9. Direct and coordinate all administrative and operational activities in the department.
10. Coordinate the planning and development of department budget recommendations;
11. Monitor department expenses and revenues and prepare financial reports as requested by the Department Director and/or Deputy Directors.
12. Assist Department and Division leadership with planning, research, policy analysis and reporting of department and divisional projects; make recommendations; prepare and disseminate reports.
13. Perform public health emergency response functions as trained and assigned within the department's emergency response plan and other duties as assigned by the Department Director or Deputy Director.

WORK ENVIRONMENT: Work is primarily sedentary and is usually accomplished while incumbent is comfortably seated at a desk or table. Some walking and standing may occur in the course of a normal workday in connection with attendance at meetings and conferences, or while researching files. Items carried typically are light objects such as briefcases, notebooks, and data processing reports.
