Position Overview

The Senior Cyber Security Analyst is responsible for establishing and maintaining system-wide information security requirements in alignment with user needs, policy directives, regulatory frameworks, and resource constraints. This role provides technical leadership and guidance to junior cybersecurity/IA personnel and works closely with Government cybersecurity staff to develop and implement cybersecurity doctrine, best practices, and policies.

The ideal candidate brings deep experience in Information Systems Security Engineering (ISSE), security controls implementation, Certification & Accreditation (C&A) processes, vulnerability remediation, and enterprise cybersecurity tools. This role includes reviewing system engineering documentation, assessing operational concepts, identifying system risks, and ensuring compliance with Navy and DoD cybersecurity standards.

This position requires significant leadership experience and the ability to support mission-critical environments with precision, accuracy, and urgency.

NCIS Mission Context

The Naval Criminal Investigative Service is responsible for safeguarding the Department of the Navy from criminal, intelligence, cyber, and terrorism threats. NCIS ability to protect personnel, installations, operations, and classified information depends on resilient and secure IT systems.

The Senior Cyber Security Analyst supports the NCIS Information Technology Directorate (ITD) by ensuring that enterprise systems are compliant, hardened, securely configured, and aligned with evolving cyber threats and mission needs. This role directly contributes to NCIS ability to operate safely and effectively across a complex global threat landscape.

Responsibilities

  • Establish and implement system-wide information security requirements based on user needs, policy, regulatory standards, and resource considerations.
  • Support Government cybersecurity personnel in developing, refining, and executing cybersecurity and IA doctrine, policy, and procedures.
  • Provide technical leadership, mentorship, and guidance to junior cybersecurity and IA staff.
  • Ensure compliance with Certification & Accreditation (C&A) requirements, validating that all security patches, updates, and configuration changes are properly applied and tested.
  • Review system engineering documentation, CONOPS, installation guides, and configuration specifications to determine cybersecurity requirements and identify vulnerabilities.
  • Validate system security architecture and ensure adherence to DoN, DoD, and NCIS security policies and standards.
  • Apply public key infrastructure (PKI) technologies within enterprise applications.
  • Support continuous monitoring, incident response, remediation activities, and vulnerability management.
  • Maintain compliance with DoD 8570.01-M IAT Level III requirements.
  • Ensure lessons learned from real-world attack scenarios, threat intelligence, and security incidents are incorporated into system hardening efforts.

Qualifications

  • TS/SCI adjudicated clearance required at start of contract
  • Minimum 10 years of progressive experience in Information Systems Security Engineering.
  • Minimum 3 years of supervisory or management experience.
  • Must be a Fully Qualified Level Navy Validator as outlined in OPNAVINST 5239.
  • Strong understanding of information systems security engineering, cybersecurity controls, threat mitigation, and secure systems design.
  • Demonstrated experience with Certification & Accreditation (C&A) processes for IT systems.
  • Experience with enterprise cybersecurity tools such as:
    • Host-Based Security System (HBSS)
    • McAfee products
    • Cisco SourceFire
    • SolarWinds
    • NitroSecurity
  • Must meet DoD 8570.01-M IAT Level III requirements.

Preferred Qualifications

  • CISSP certification, strongly preferred.
  • Experience supporting law enforcement, intelligence, or defense cybersecurity operations.
  • Prior experience securing hybrid and globally distributed systems.
  • Familiarity with NCIS, DoN, or DoD IT environments, policies, and compliance frameworks.
