Job Description

Summary The incumbent will serve is a developmental assignment to provide the individual with the knowledge, skills, and abilities needed to perform the full range of duties as described in the target position description. Responsibilities Duties may include, but are not limited to: Maintains control accounts and subsidiary accounts and processes accounting transactions for a wide variety of functions. Performs either the FMS obligator or payer function. Classifies accounting transactions, maintains and reconciles accounts, closes accounts and prepares reports and statements, analyzes accounting data, and examines accounts. Provides assistance and training to fund control point contacts. Participates in the internal audits of Fiscal programs, vulnerability assessments, systematic internal reviews, quality assurance programs, safety inspections, control point audits and many other program audits. Requires in-depth or broad knowledge of a body of accounting, budge or other financial management regulations, practices, procedures, and policies related to the specific financial management functions. Designates employees assigned work with standing instructions on objectives, priorities, and deadlines and provides guidance for unusually involved situations. Establishes procedures and specific guidelines in the form of agency policies and procedures, Federal codes and manuals, specific related regulations, precedent actions, and processing manuals are readily available for doing the work and are clearly applicable to most transactions. Utilizes judgment to interpret guidelines, adapt procedures, decide approaches, and resolve specific problems. Analyzes the results of applying guidelines and recommends changes. Performs various accounting, budget, or financial management support related duties or assignments that use different and unrelated processes, procedures, or methods. Applies conventional practices to treat a variety of problems in accounting, budget or financial management transactions. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/29/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-07. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience GS 6: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: accounting procedures relating to funding, appropriation allotments, obligations and disbursements, and analyzing the interrelationship of accounts; completing procurement transactions and documents, proper accounting coding and account reconciliation; and using various financial management systems and databases. Specialized Experience GS 7: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: accounting procedures relating to funding, appropriation allotments, obligations and disbursements, and analyzing the interrelationship of accounts; completing procurement transactions and documents, proper accounting coding and account reconciliation; and using various financial management systems and databases. You will be rated on the following Competencies for this position: Accounting Operations Auditing Customer Service Financial Systems Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
