Job Description Summary: As a member of the City of Boulder Department of Recreation Management Team, the Golf Operations Manager (Director of Golf) oversees the total golf operation and services offered, including the golf shop, golf range, golf service areas, and golf car operation, including supervision of the Recreation Program Coordinator and Golf Course Superintendent. The position also works directly with vendors to provide golf instruction and restaurant operations. The Golf Operations Manager promotes an exceptional "golf experience" and offers excellent services and programs for all patrons.
Job Description: Under the general supervision of the Sr. Manager for Regional Facilities, manages and supervises the operations at Flatirons Golf Course. The position oversees all site operations, including but not limited to supervision, guidance, and direction of facility program staff, maintenance staff, volunteers, and program contractors. This position is responsible for hiring and supervising standard and seasonal/temporary staff that perform various and numerous operational functions. The position is responsible for adequately administrating a safety program, staff training, facility budget, revenue and expense tracking and posting, purchasing and accounts payable, and following approved cash handling procedures and internal audit processes. The position is responsible for creating and implementing park and recreation programs and services, golf instruction programming, merchandising, tournament programming, growth of the game initiatives, developing a yearly operational plan, and assisting with developing and implementing Capital Improvement and Repair and Renovation Plans. The Golf Operations Manager makes positive contributions to the overall department team and supports the Operations team in a leadership role. Performs other duties as assigned or required.
ESSENTIAL DUTIES AND RESPONSIBILITIES: Manages and supervises the operations of a municipal golf course, including but not limited to being responsible and accountable for:
- Oversee the management and performance of all golf shop and applicable department operations and services; assure high standards and total customer satisfaction
- Establish golf shop operations personnel policies and ensure proper hiring, training, supervising, personal development and corrective action in accordance with fair labor standards, safety and established policy
- Oversee the development of operating procedures and training manuals for the golf operation
- Oversee and manage all golf department staff
- Coordinates regular staff meetings focused on customers, operations, revenue growth, cost containment and continuous improvement
- Attend committee/staff/public meetings representing the facility and city
- Develop an annual business plan for golf operations
- Together with the BPR Marketing Team, coordinate all written correspondence, reporting, newsletters, and communications for the golf operation
- Coordinate plans with the restaurant lessee for all food and beverage needs, on-course food and beverage needs, banquets, outside events, and catering for all golf functions
- Meet, greet, and welcome prospective customers/patrons
- Enforce all rules and regulations governing golf course usage while creating a welcoming and inclusive environment for all
- Develop and oversee an innovative tournament schedule and golf activities program that services all customer segments
- Coordinate with the golf instruction contractor, golf instruction, clinics, golf schools, and player development programs for all customer segments
- Together with the BPR Business Services Team, develop and oversee a profitable merchandise concession that is consistent with customer/patron demographics and needs
- Together with the BPR Marketing Team, coordinate golf marketing initiatives including all promotional materials, play recruitment, yield management, golf packages, and outside events plus the promotion of new golf memberships (where applicable)
- Together with the BPR Business Services Team, establish sales goals and forecasts for all golf programs and services; generate, monitor and analyze reports
- Provide supervision and maintain a close working relationship with the Golf Course Superintendent and other city partners
- Oversee and enforce golf shop operations policies, procedures, controls, and fee structures to ensure the safekeeping of assets, inventory and resources
- Together with the Golf Superintendent, coordinate tree care and replacement with the City Forester staff
- Together with the Golf Superintendent, perform ongoing inspection and assessment of turf condition, landscape areas, facilities, and equipment to establish and prioritize maintenance/ repair/ construction needs; creates and modifies work plans as needed.
- Review and approve snow removal operations at golf course
- Assess the condition of the facility, associated structures, infrastructure and amenities, leading to recommendations for operating and capital budgets including the new restaurant facility.
- Oversee bids for contracted services that perform park and recreation programs or concession operations including the new restaurant facility.
- Enforce and implement policies and procedures that ensure safety of staff and public. Coordinates Asset Management regarding the ongoing and preventative maintenance of building assets including the new restaurant facility.
- Train staff in emergency management procedures, shelter in place, Hazardous Communications program, Blood Born Pathogen program and other safety programs as required.
- Coordinate large special events together with restaurant lessee.
- Perform Manager on Duty functions of the facility. Resolve customer issues, complete incident and accident reports, inspect for safety issues and ensure corrective actions are taken, ensure proper actions are taken related to emergency management procedures.
- Act as facility ambassador and provide information to groups and individuals regarding the facility.
Manage the financial and budgetary functions of the facility and programming to include but not limited to:
- Maintain and ensure compliance with internal controls, cash handling, and inventory procedures including associated concession and merchandise operations.
- Manage all facility audit controls and functions.
- Recommend appropriate fees that align with department's methodology for cost recovery and fee setting.
- Oversee and manage registration software functions.
- Together with the Recreation Program Coordinator, oversee the staff payroll process.
- Oversee and manage all permit and contract proceeds, accounting, billing and refunds.
- Assist in seeking additional financial support through fundraising efforts.
- Solicit sponsorships and donations.
- Perform annual merchandise inventory and associated reconciliation.
MINIMUM QUALIFICATIONS: - Ability to utilize the resources of PGA player development programs such as PGA Junior League, PGA Family Golf, PGA Coach, & PGA ADM Certifications.
- Ability to maintain and promote a positive professional image within the community
- Ability to communicate issues effectively, both orally and in writing with the public, boards and City Council, city personnel, other agencies and community groups.
- Ability to work under minimal supervision and to react and make decisions effectively, while demonstrating good judgment.
- Ability to manage multiple, complex tasks simultaneously.
- Ability to communicate on an array of complex governmental issues.
- Knowledge of customer relationship management tactics and strategies
- Knowledge at a fundamental level of the game of golf, rules of golf, golf facility operations and tournament operations
- Knowledge at a comprehensive level of operating and maintenance requirements of park and recreation facilities and high use areas.
- Knowledge and understanding of Geographic Information Systems (GIS).
- Knowledge of budgeting and financial management.
- Skills and demonstrated experience in contract management.
- Skills and experienced using a computer including Microsoft Word and Excel. Proficient in other applications, i.e. email, internet, tournament and database
- Valid Colorado driver's license and acceptable motor vehicle record.
- Have and maintain acceptable background information, including criminal conviction history

REQUIRED EDUCATION AND EXPERIENCE: - Bachelor's degree in Parks and Recreation Administration, or related field.
- Eight (8) years of experience in a related field may substitute for the education requirement.
- Five (5) years of progressively responsible supervision and management experience in golf operations which includes experience working in municipal or other government environment with a performance record of effective leadership, business, and management and organizational skill.
- Standard first aid and CPR certification.

WORKING CONDITIONS AND REQUIREMENTS: Physical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment, office equipment, motor vehicles, tractors, mowers, landscape equipment, power tools and hand tools. Sufficient personal mobility and physical reflexes, which permits the employee to work outdoors and in the field in the elements and in an office setting. Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard and being out of doors in the natural environment. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions.
Work Environment: Works in both indoor and outdoor environments. Works in a setting subject to continuous interruptions and background noises.
