Summary This position is located within the VA Capital Health Care Network VISN 05, Martinsburg VA Medical Center (VAMC), Fiscal Service, located in Martinsburg, WV. The incumbent reports directly to the Assistant Financial Manager. The primary purpose of this position is to advise management concerning the administration of all funds. Responsibilities Accounting Support - 40% Incumbent monitors and controls by timely recording, coding, balancing, and scrutinizing for inaccurate accounts. Incumbent monitors accounting systems to track, reconcile and report on agency operation and maintenance funding and/or appropriations for which the agency has legislative oversight responsibility. Incumbent interprets various appropriations, allotment restrictions, accounts and financial reports for operating officials/management and advises them of the proper appropriations or funds chargeable, proper documentation and method to be used for obligation of funds. Advises and/or performs professional financial accounting duties when necessary. Develops accounting procedures and resolves technical problems in executing a computerized, integrated accounting system. Reconciles accounts with manual and computer subsidiary accounts. Responsible for ensuring the validity of reconciliations of the various subsidiary accounts to the general ledger control accounts, evaluating the validity of the general ledger control of subsidiary accounts and the classification or reclassification of any transaction made to conform to good accounting practices. Supervision - 30% The incumbent provides technical and administrative supervision to a unit of (5) employees who make up the Accounting Section on the Fiscal Service organization chart. This area consists of (2) GS 9/11 Accountants who work as Payors and Obligators, (1) GS 7 Voucher Examiner, (1) GS 7 Lead Cashier, and (1) GS 6 Cashier. The incumbent oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; develops performance standards, and evaluates work performance of subordinates. The incumbent gives advice, counsel, and instruction to employees on both work and administrative matters. The incumbent hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases. The incumbent interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority. Reporting Systems - 30% Incumbent monitor's financial subsidiary reports for accuracy; recommending corrective action when necessary. Helps develop workload measures and standard operating procedures for the accounting section. Monitors the monthly reconciliations and accounting reports. Provides advice and guidance to managers because of monthly reviews. Provides recommendations to improve productivity, cost-effectiveness, and quality of process. The incumbent will assist the Assistant Financial Manager in administering a reporting system which will provide management and operating officials with necessary financial and statistical data to make day-to-day decisions. The incumbent will ensure the accounting department continues operation in a completely automated accrual type accounting system comprising of the following: Inventory and expense accounting, capital asset accounting, supply fund accounting, deposit fund accounting, budget accounting. cost accounting, trust fund accounts, intra-agency accounting. construction accounting and various appropriated funds. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") or Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
