Your Specific Responsibilities:

The Opioid and Overdose Prevention Program Training Specialist and Community Liaison (Health Education Program Consultant) at the Florida Department of Health in St. Lucie (DOH-St. Lucie) plays a pivotal role in educating the community, healthcare providers, and stakeholders to reduce opioid misuse and prevent overdoses. The incumbent will design, deliver, and evaluate training programs, conduct community outreach, and collaborate with various partners to address the opioid crisis. The role also includes providing naloxone trainings and tracking naloxone distribution in St. Lucie County. The position will report to the St. Lucie County Overdose and Opioid Prevention Program Coordinator and will work with the Program team including the Coordinator, the Overdose Fatality Next-of-Kin Interviewer, and the OD2A Linkage to Care Coordinator on Program projects.

 

Responsibilities:

Education and Training:

  • Develop and deliver educational programs on opioid misuse, overdose prevention, harm reduction, and treatment options for diverse audiences, including healthcare professionals, educators, and community members.
  • Create comprehensive training materials, presentations, and resources to raise awareness about opioid use disorder, overdose risks, and stigma related to addiction and overdose.
  • Conduct and/or coordinate workshops, webinars, and on-site training sessions to provide practical strategies for overdose prevention.
  • Conduct naloxone training sessions and ensure the proper distribution of naloxone kits, tracking all distribution efforts and training outcomes.
  • Keep up to date on overdose and opioid harm reduction, prevention, treatment, and recovery evidence-based practices to continuously enhance training programs.

Community Engagement and Outreach:

  • Conduct outreach efforts in the communities of St. Lucie County to promote the Opioid Overdose Prevention Program and its services.
  • Serve as a liaison between DOH-St. Lucie, community organizations, healthcare providers, and individuals affected by opioid misuse.
  • The position will be an active member of the Treasure Coast Opioid Taskforce and its subcommittees and other relevant community coalitions and will build and maintain relationships with community leaders and stakeholders to promote a unified response to the opioid crisis.
  • Facilitate discussions with community organizations implementing overdose harm reduction, prevention, treatment, and recovery programs.
  • Network with other organizations that provide or require naloxone and other program trainings and collaborate to increase community awareness and access to overdose prevention tools.
  • Conduct outreach and training sessions in various environments, including non-traditional settings such as housing programs and faith-based organizations.

Program Development and Evaluation:

  • Assist in the development and implementation of evidence-based opioid prevention programs tailored to specific community needs.
  • Evaluate the effectiveness of training and community outreach initiatives through surveys, feedback, and data analysis.
  • Track all trainings delivered and naloxone kits distributed, ensuring accurate documentation and reporting.
  • Participate in community health assessments and strategic planning for the outreach and promotion of overdose prevention programs.
  • Provide recommendations for program improvement and assist the Program Coordinator in ensuring that initiatives align with the St. Lucie County Community Health Improvement Plan.

Data Gathering and Analysis:

  • Generate reports, data metrics, and contribute to coordination and analysis of relevant, available statistics from various local, state, and national computer databases on opioid use trends, overdose incidents, and community needs.
  • Assist the Program Coordinator in analyzing quantitative and qualitative data to assess program effectiveness and inform decision-making.
  • Use data insights to identify gaps in services and opportunities for new health education initiatives.
  • Prepare reports summarizing key findings and assist Program Coordinator in providing programmatic and data progress reports to stakeholders, funders, and community partners.

Communications:

  • Develop communication strategies to disseminate educational content via newsletters, social media, and other platforms. Work with DOH-St. Lucie’s Public Information Officer and FDOH Office of Communications to properly route messaging for distribution.

 

Other Program Responsibilities:

This position will be an active member of the Program team and work collaboratively on projects including but not limited to Linkage to Care, Overdose Fatality Review Committee, coordination of opioid settlement funded community-based projects; and participate in evaluation and quality assurance activities including a comprehensive needs assessment and gap analysis of substance use disorder programs and services in St. Lucie County.

Submit timely – within specific required timeframes and with accuracy: timesheets, EARs, travel documentation, invoices, Incident Reports, P-Card documentation (if applicable), cell phone verifications (if applicable), and other required administrative documentation. Respond as required to Everbridge ServFL alerts. Attend mandatory trainings and meetings.

Knowledge of substance use disorder, overdose prevention, harm reduction strategies, and the importance of non-stigmatizing language.

Minimum qualifications:

  • Florida Department of Health is required to work before, during, and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs shelter or performing other emergency duties including but not limited to, response to disaster, or threats of disaster, man-made or natural.
  • Valid Driver's license, if out of state a valid Florida Driver's license is required within 30 days of hire.
  • Bachelor’s degree in in public health, psychology, social sciences, education, or a related field
  • Required to travel 50% of time per week.
  • Requires occasional work on evenings and weekends.
